As a TRT member
I want payload jobs to be able to be manually retried
So that I have a greater chance of getting an accepted payload during infrastructure blips, and other non-product issues

Acceptance Criteria

• A mechanism is created where TRT can manually retry payload jobs (aggregate included), and have them tied to the payload
• Success of these jobs would result in green payloads just as if they were the standard jobs
