Context: This step focuses on integrating job annotations with Spyglass / Prow job displays to provide label information in the public job view.
 
Action Items:

1. Learn how to add a panel in spyglass that opens out to show something (similar to events or risk analysis).
2. Attempt a PoC that can read from files in the bucket (from TRT-2465) and display the applied labels
3. Or if this is impractical for some reason, plan what else to do (e.g. write a static summary)
4. Update TRT-2468 with a more detailed plan of how to display job labels in spyglass.
