      As a SHIP developer
      I want an MCP server to surface endpoints containing functionality for the SHIP Dashboard
      So that I can teach AI agents how to utilize it

      Acceptance Criteria

      • MCP server deployed alongside the REST API
      • Exposes a tool for discovering what outages were ongoing at a given time
      • allows for an outage to be created, this will be used by ship-help-bot. it will always create in an un-confirmed state (allows for confirmation by admin, or voting by others)
      • Maybe allows for an outage to be ended
