As a CI user or admin
I want to have a status and availability dashboard for SHIP components
So that I can be aware of any outages

Acceptance Criteria

• A React App with Typescript contains a simple component dashboard that shows the current status of all components
• It should be able to list historical outage information for components on a separate modal/page
• Oauth in place for any mutating actions
• It should be possible to manually create an outage in a component(s) (by authorized users)
• Outages should be editable (by authorized users)
