After I added the observers-resource-watch to a presubmit of interest via: https://github.com/openshift/release/pull/69991

And after it merged, I can see that intervals are being captured in `artifacts/e2e-aws-capi-techpreview/observers-resource-watch/artifacts/e2e-timelines_spyglass.html` 

But If I click on Debug tools -> Intervals

I get this error from Sippy

```

Also got

```

Could not retrieve intervals for jobRunID=1975184537105207296 jobName=pull-ci-openshift-cluster-capi-operator-main-e2e-aws-capi-techpreview pullNumber=373 repoInfo=, Error: server returned 400

```
