release-ocp-4.y-stable currently uses release-openshift-origin-installer-e2e-aws-upgrade template job.

This is failing due to invalid config for use with OTE. These jobs should be completely removed at this point.

We need to select a new job and verify it works with the stable job definition (across multiple releases) and remove the old template config job as well.
