Appears that the issue is still ongoing. We have picked this up in recent 4.20 nightly and ci payloads.

Happening in 4.21 payloads as well.

It can also manifest in install failures:

level=error msg=failed to fetch Cluster: failed to generate asset "Cluster": failed to create cluster: infrastructure was not ready within 15m0s

This is definitely a problem in the aws and aws-3 cluster-profiles, but likely in all.
