Currently TestRegression requires a not null View. Recently a change to CR GroupBy within the view broke the association between Regressions and Triage.  TRT-2509 looks to support regressions / triage across multiple views. When we navigate from a view drilling down we loose our association with a view which in the past has led to a requirement that only one view be allowed to manage regressions and regressions matching the variant tuple be shown for all queries.

This spike is to investigate those dependencies and consider ways to change the design to allow TestRegressions to be independent of specific views so that if multiple views show tests for the same matching set of variants the regression and any triage would be shown as well.

Additionally we should consider the ability to add new variants without breaking a triage linkage to a regression. It may be desirable to create a triage that is independent of a variable like `Platform` and have it associated with all tests that match all of the defined variants. The main goal here is to be able to change the view without loosing data like regressions and triage that are currently associated.
