AWS payload job failures due to incorrect cluster update policy modification

      "[sig-arch][Feature:ClusterUpgrade] Cluster should remain functional during upgrade [Disruptive] [Serial]" is failing, which appears to be causing the aggregated "[sig-cluster-lifecycle] ClusterOperators are available and not degraded after upgrade" to not run. this causes aggregated AWS upgrade payload jobs to fail.

      The issue was initially reported here, and a revert has merged.

      This is causing 4.20-nightly and 4.20-ci payloads to fail. It was also seen in GCP in the ci payload
