4.20 CI and Nightly Payloads (as well as other releases) have been hit by Hypershift failures.  There were infra related and we have been notifiied that they should be resolved.

Rosa has also been hit with a series of failures that look to be related to k8s tests that used to allow flakes but no longer do. This hits other platforms intermittently as well. Need more investigation to see if these are getting worse recently.
