Noted in OCPBUGS-60489 that kube-apiserver-operator increased the amount of time it takes to progress. We don't currently have metrics to track

• how long operators progress for each individual update
• how many times operators progress
• the total amount of time in a progressing state

This is also true for operator-degraded.

This story is to use the monitortestframework, most likely EvaluateTestsFromConstructedIntervals and WriteContentToStorage to update operatorstateanalyzer to track the noted metrics and produce dataloader output. For reference consider auditloganalyzer
