Currently Sippy Commentor / Risk Analysis is only enabled for origin.

With the success at detecting new tests and highlighting test failures along with the adoption of OTE we should add enable commenting for more repos.

First step would be to identify repos that are contributing tests via OTE, then notify repo owners / team of our desire to include the repo for commenting and with no objection update the config to include each repo.
