4.19-nightly, 4.19-ci, and 4.20-ci failing for the same reason:
Aggregated-gcp-ovn-upgrade-4.19-micro (and similar) are failing
Every run in that aggregate failed at 5 hours due to a timeout
This was not an issue with waiting for leases
Ci pods not ready within 1hr
It is running on build02 which is actively undergoing an upgrade
Started a thread with test platform, it appears this was due to build02 upgrading, but should be resolved now
