HCM has a different concept of versions than OCP.  It has

1. production - what is actually in production in ARO and ROSA.  This may actually end up as two different versions since the promotion criteria and cadence are different.
2. early-access - this a special region in azure that is the first rollout managed different than production overall
3. staging - pre-production
4. presubmit

The variants are also different, though I suspect that's less big of a deal.

1. ARO
2. ROSA
3. HCP
4. Standlone
5. Fedramp
6. ocp version

Getting the presubmits into sippy (thank you Stephen for you help) will hold for a few months as we start getting infrastructure onboarded.
