The e2e-aws-ovn-ipsec-upgrade (https://github.com/openshift/release/pull/63346) is added as a mandatory presubmit job for CNO 4.19 and 4.18 branches, so want this to be a periodic job as well (don't know if it's already a periodic job) and create an ipsec variant so we can perform statistical comparisons on collected data.

FYI: This PR https://github.com/openshift/release/pull/63528 would get e2e-aws-ovn-ipsec-upgrade as a mandatory presubmit job for 4.17- branches.
