In https://issues.redhat.com/browse/TRT-1772 we added the support, but we merged requiring the use of a separate view that uses pass rate requirements for all tests.

To ever merge a rarely run job into the main view, we cannot require this option on that view. We need to allow variant overrides to force pass rate comparison.

This somewhat requires some refactoring we'd like to do shortly, and we have no urgent need for rarely run in anything other than their own views. As such this is broken out into this card for the future.
