A new job was added for 4.18, and because it matched our variant selectors it showed up in Component Readiness.

This is not the first time its happened; we have poor control over jobs that show up if they match our filters. 

I propose using `JobTier` to control the flow, jobs we've never seen before could have a "candidate" JobTier, and go to a separate 4.x-candidate view.

We need to come up with a mechanism to promote them to the "standard" JobTier as well.
