Begin the process of triage (or perhaps this lives outside that concept), but allow the linking of a specific jira for a test regression. The goal is to be able to look at the test regressions list, see if it has a jira, when it was last updated and it's state.

Later, we may try to allow overriding the regressed component via the component on this jira. (separate card to come)
