Please select the best payload we have on November 29th.  Here are the basic criteria:

• It should pass blocking jobs.
  • Forced acceptance by the TRT is sufficient.
• It must have evidence of successful upgrades on all platforms. 
  • The easiest approach is to wait until there is a second automatically accepted payload.  Absent that, if time allows, the TRT can manually analyze a failed subsequent payload to see if all upgrades completed.

This will be the first 4.18 RC.  It falls the day after a major holiday in the US so we've told the program team this first one will be best effort.  If we had to wait until Monday or Tuesday of the following week that would be fine.
