This is a split from the original card to cover only Grafana dashboard. We hit a block trying to find a proper way of doing this in Grafana. And the team thinks this can be set at a lower priority for now. 

It was pointed out that there is a query label we can associate with bigquery queries to simplify cost attribution:

SET @@query_label = "jupierce:expensive";

We will need to go through our queries (go, dashboards etc) to add query_label.
