Hypershift jobs failed nightly due to image pull issue

      Hypershift jobs have failed in the last two 4.17 nightly payloads. A brief look at that seem to indicate some image access issue. In this example job, you can see lots of errors related to "Back-off pulling image" in the test log.  The same behavior is seen in the previous nightly as well.
