Devan has noticed a lack of RA artifact in some jobs where it would be expected (payload jobs at least; examples would be nice here). TRT-1723 suggests the API may occasionally fail but we would almost never see that at random (1 in 400 failed jobs).

Figure out a query for when the artifact is missing (on jobs where we expect it).

Check for reasons why it may not happen, for instance because the job uses a forked step.
