Sippy alerts are silenced by open bugs.  It appears the query still pulls in jira cards that are closed. In the past this may not have had a big impact as we didn't pull in closed JIRAs from search.ci results. With the change to pull the data from a search.ci supported BigQuery table we not get results for closed JIRAs and have longer retention, in support of Component Readiness. Need to investigate the impact to alerts and see if we can only silence when the bugs are open.
