TRT-1514 noted some disruption in a narrow 30s band. The disruption coincided with disruption from the "ci-cluster-network-liveness-new-connections" backend which means that this disruption should've been excluded.

We need to ensure that if we see disruption that coincides with disruption in ci-cluster-network-liveness-new-connections, the disruption is excluded.
