Description
[sig-cluster-lifecycle] pathological event should not see excessive Back-off restarting failed containers for ns/openshift-kni-infra
Test is now passing near 0% on metal-ipi.
Started around Feb 10th.

Possible relation to haproxy 2.8 merge?
Logs indicate the error is:
/bin/bash: line 47: socat: command not found
