Sippy time filter handling are not consistent

      There was a problem reported by TRT-1259 that time filter on payload page does not work as expected. API was expecting ISO format while we were not sending it in the right format. The fix seems to have broken some other filter, like job analysis. This time we are sending the time in the ISO format:

      My suspicion is that APIs are not consistent in processing the date format. This card is to make all filter/api to be consistent.
