Add a dashboard for monitoring Loki performance

Brad has exposed the user workload monitoring for us (just waiting on the token), so we can access the loki metrics from a dashboard.

Peri has pointed out there is already a dashboard we could likely re-use: https://github.com/grafana/loki/blob/main/production/loki-mixin/dashboards/dashboard-loki-operational.json
