OpenShift OpenTelemetry dashboard lists non OTEL collector instances.

      Description of the problem:
      The OpenTelemetry collector dashboard in OpenShift web console lists non OpenTelemetry collector instances and services in the dashboard. The dashboard is picking any namespace which has user workload monitoring enabled and has a service or pod monitor created. 

      Steps to reproduce the issue:
      *Install the OpenTelemetry operator built off the latest upstream branch.
      *Check the OpenTelemetry Collector dashboard in OCP web console > Observe > Dashboards > OpenTelemetry Collector.
      *If there is any namespace on the cluster which has user workload monitoring enabled, it will be listed in the namespace and collector instance dropdown in dashboard
      *You can install the Tempo Operator with monitoring enabled and it will show up in the dashboard.
