Support exporting OpenTelemetry logs to OCP logging stack

What is the nature and description of the request?

The requirement here is to send logs into Loki on the OCP backend observability stack,

Why does the customer need this? (List the business requirements)

Customer want to configure OTEL Collector exporter to be Loki.The idea here is that application will push logs to OTEL Collector receiver, and OTEL Collector should push the logs to Loki.

List any affected packages or components.
