Work with the Office of the CTO to get the opentelemetry  collector integrated into the fleet management.

The expected outcome is an Observability agent reporting critual data of edge devices and sending to OpenShift.

The Collector has to be remote controllable.

We might  should consider OpAMP to be consistent with OpenShift and Microshift instances managed by the OpenTelemetry Operator.
