[QE] Migrate OCP CI Jaeger jobs to use fork openshift/jaegertracing-jaeger-operator and setup rebasebot for the repo.

• File a ticket to DPP to setup the fork of jaeger-operator repo and the cloud-team-rebasebot app to the repo.
• Migrate the OCP CI Jaeger jobs to use the fork repo openshift/jaegertracing-jaeger-operator.
• Setup rebasebot job to create a rebase PR everyday and run e2e test job on the PR
