Add a section about CLI installation of OTEL

      Add a section about installing OTEL on the command line:

      1. Reuse the same section for Tempo.

      2. Also edit the section about the OTEL installation by using the web console on the same page: replace the CLI verification steps with web console steps, and remove the CLI from the prerequisites.

      Max will prepare the files.
