[TRACING-3143] tempostack_status_condition metric doesn't get updated in some cases

During testing I noticed that the tempostack_status_condition metric doesn't get updated in some cases, and had degraded=true set even though the actual .status field didn't have the degraded condition anymore.

Fix: always iterate over all possible status conditions, not only the ones in the status.Conditions list.
