Prototype setting up a system to handle multicluster with our Jaeger and OpenTelemetry projects.

This will be an end to end setup. A user will be able to deploy their own OTelCol in their own cluster and be able to use basic authentication to talk to an external OpenShift cluster. This will require gRPC communication and require support in a router or ingress.
