Although use of Jaeger in Service Mesh currently uses a soft multi-tenancy approach, with an instance of Jaeger per Service Mesh cluster (tenant), there are cases where some customers may wish to only have a single Jaeger instance configured for use by all Service Mesh clusters (e.g. when using a multi-cluster configuration).

In these scenarios we need to consider how use of such a multi-tenant Jaeger would be configured within Service Mesh.
