Jaeger operator should create a ConsoleLink CR to link the Jaeger UI into the OpenShift console.

For now, the console link should point to a Jaeger instance within the same namespace.

To cater for multiple Jaeger instances being created in the same namespace, the links should be specific to the Jaeger instance.
