First invoice line item is negative if default application plan is paid

When new Developer is created, his application is signed up to the default application plan A. If this plan is paid and later on is changed to cheaper plan B (A < B), his invoice is generated and the first line item price is negative.
In this case it is unclear why is plan A refunded.
My question is, where can user find invoice, where default plan is charged?
