The customer have requirement to "invite other users to create a user under an existing 3Scale account" via API instead of doing it from 3scale admin portal. 

e.g. From 3scale Admin portal, The option to invite new users can be found in "Account Settings⇾Users⇾Invitations as explained in https://access.redhat.com/solutions/6965149, but they want to do it using API for automation purpose.

Currently, there is no API available to do this, Hence they are requesting to implement API by using which they can do the same as we can do it using "Account Settings"⇾Users⇾Invitations (invitation functionality available in the UI).

e.g.

The same endpoints also need to be available for Developer accounts.
