Alerts seem to be properly set up but user is not getting notifications.
Problems
1. Alerts not showing in Analytics> Alerts
2. Notifications (email and in dashboard) not being sent/ shown in the UI
Steps to reproduce
1. Go to Analytics> Alerts and check boxes to receive alerts
2. Go to Personal settings> Notification preferences and check boxes to receive usage alerts
(Make sure SMTP is properly configured)
3. Go to API> Application plans> select a plan and apply limits, and save e.g. 1 minute --> 3 calls
4. Go to Applications > select an app and make sure it's using the plan with the limits configured. Get key
5. Using that key, make >3 requests to the API
6. Go to Analytics> Alerts: notifications should show there
7. Go to Dashboard> Today: notifications should show there. Provider should've also received notifications by email.
