Currently, the WASM cached the proxy configs for about 20sec, and it cannot be disabled, and the cache TTL cannot be changed.

For many use cases, this is wasteful, and the cache is either unnecessary, e.g. for testing, or the TTL is too small and can generate too much 3scale traffic.
