Our designs put the Create button inside the Page header, like this:

However, Patternfly 4 guidelines recommend putting it inside a table header:

In addition to this when an Alert pops up, the button gets completely hidden behind it. And our alerts are not dismissable, the user has to wait a couple seconds before it disappears.
