When changing the password for a user in the Member role, an Internal Error occurs if the number of characters entered is less than 6.

How to reproduce:

1. Login to an Admin portal as an admin user.
2. Create a user who's role is Member.
3. Login to the Admin portal as the created user.
4. Open Account Settings > Personal Details
5. Enter the current password to the Current password field
6. Enter short string like "aa" to the New Password field.
7. Click Update Details

Actual result: Internal Error occurs. System-provider logs a warning - see this comment.
