To be able to use cURL call user should define Application plan and Application and then the user_key is in the cURL query on the webpage and user can start to use the API.

Also this section https://access.redhat.com/documentation/en-us/red_hat_3scale_api_management/2.13/html/getting_started/launching-apis#configuring-policies-prototype should refer to application plan and application created in text required by this bug. Because there is no application plan and application created in on-prem instances by default.
Also this section https://access.redhat.com/documentation/en-us/red_hat_3scale_api_management/2.13/html/getting_started/launching-apis#configuring-policies-basic step number 2 " select basic to edit one of the plans that was generated automatically after signing up to 3scale/deploying your instance." is not valid because application and application plan is not autogenerated in on-prem
