CMS: Remove support for portlets

      Portlets API endpoint was not added to CMS API.
      We can consider to:
      1) remove them from UI, so users are not able to create new ones
      2) remove them for good because they can be replaced by user defined code

      Right now portlets have separated API endpoint for creating "p/admin/cms/portlets" but they can be get from "template" endpoint "/admin/api/cms/templates" - this should be fixed too.
