The access code page should not be shown when the site_access_code is empty in Database

      1. Go to developer portal section in admin portal
      2. Open developer portal to the world
      3. Immediately after click on the "Visit developer portal" button
      4. End up on the Access Restricted Page

      When I open developer portal to the world - remove the access code and click on the:
      "Visit Developer Portal" button I end up on the page where I should provide Access code:

      Workaround:

      • Go to developer portal manually by removing the `access_code` and `cms_token`
