Zync does not create routes

      When 3scale 2.13 CR2 is deployed zync does not create routes.
      Manual resync of domains as described here https://issues.redhat.com/browse/THREESCALE-7203 does not have any effect. Restarting of zync, zync-que or system-sidekiq as described here https://issues.redhat.com/browse/THREESCALE-6835 didn't work either.
      Some of our observations:
      when we issue resync command we see increased number of processed jobs in sidekiq but no failed jobs. When we look inside zync-database into que_jobs table there is no record present.
