UBI8 based ruby images fail to run

      Backend, Zync and Toolbox images fail to run with

      /usr/share/ruby/tmpdir.rb:32:in `tmpdir': could not find a temporary directory

      After some investigations we found that ubi8 base image (registry.redhat.io/ubi8/ubi-minimal:8.6-985) that is the base image for backend, zync and toolbox lacks sticky bit on /tmp that prevents images to run.
      This issues affects 3scale 2.13 cr2, dev, alpha streams.
