When creating a service the associated service plan is in a hidden state. The only way to update that from the UI is by enabling Service Plans feature. This is not ideal for a number of reasons but the easiest way to solve this is to use the 3scale interactive documentation. However, currently the Service Plan Update endpoint doesn't have the state parameter available.
