Move 3scale-auth-wasm build to 3scale product from Service Mesh

      We have a container image build that hasn't yet been onboarded onto Continuous Productization as a Service (CPaaS):

      We need to: 

      • inform Software Production Middleware & Management (SPMM) folks about this change, 
        • dist-git branches  
        • errata tool
        • comet ?
        • brew (same package / different one ? )
      • create new midstream repository (guide) 
      • add YAML for 3scale-auth-wasm build to rh-3scale cpaas
