Document that 3scale Batcher policy should go before APIcast policy

There is an important note at the end of the 3scale Batcher policy chapter:

To use this policy, enable both the 3scale APIcast and 3scale Batcher policy in the policy chain.

The note should call out also that the 3scale Batcher policy should be placed before the APIcast policy to work as expected.
